Thank you for your report, but I couldn’t understand the problem. In the first image you uploaded, it says shift + alt + drag, but the hotkey for offset is ctrl + alt + drag. Is it correct that something goes wrong when you use this hotkey?
It is correct that the offset icon will remain orange immediately after the offset is performed. If you then select a different bone or key and it remains orange, that is indeed wrong. What you are saying is that once you use the hotkey to offset, it will stay orange all the time?
Also, the second screenshot doesn't look wrong. The orange vertical line indicates where the timeline originally started or ended before the offset was applied, and the "+3" on the timeline indicates how many frames have been offset from the position of the timeline bar.
I would appreciate it if you could give us more details about the problem.
